Of Paradigms and Power Shifts: Steering Through a Contested International Order
Deutschland steht einem Wandel auf drei Ebenen gegenüber: in der eigenen Außenpolitik, in einem sich wandelnden Europa und mit Blick auf globale Kräfteverhältnisse. Der Krieg in der Ukraine zwingt Deutschland zu einer Neujustierung seines außenpolitischen Paradigmas im In- und Ausland. In einem Europa, das mit so existenziellen Fragen wie strategischer Autonomie und der Verteidigung der Rechtsstaatlichkeit konfrontiert ist, wird multilaterale Entscheidungsfindung durch eine Fokusverschiebung nach Mittelosteuropa neu geprägt. Gleichzeitig erfordert der globale Wettbewerb der Narrative, der wachsende Einfluss aufstrebender Staaten und die zunehmenden Spannungen zwischen den USA und China entschlossenes und strategisches Handeln.
