Special Survey of The Berlin Pulse March 2022

The foreign policy shift after Russia’s invasion of Ukraine is also noticeable among the German population. For the first time, a clear majority of the population is in favor of Germany's long-term involvement in international crises. In comparison, only 45% of respondents were in favor in September 2021.

Simultaneously, 76% of respondents also want Germany to become more independent of the USA in its security policy (Link-Grafik 22xx21_Koerber_Sonderumfrage_E6.png). Almost half name the necessity to guarantee Germany’s and Europe’s security even in the event of a U.S. withdrawal as a reason for this. Only 24 percent state different goals in German foreign policy as the main motivation for more independence.

Our survey also addresses public perceptions of China against the backdrop of war in Ukraine war as well as developments in German-Russian relations.

Since 2014, we regularly ask Germans about their attitudes towards German foreign policy. “The Berlin Pulse” special survey was conducted by Kantar Public in March 2022. 1,020 eligible citizens aged 18 and older participated in the representative survey.

“The Berlin Pulse” is our annual foreign policy report. It contrasts perspectives on German foreign policy by high-ranking international authors with current German public opinion based on representative surveys. This year’s issue will be published mid-October on the occasion of the Berlin Foreign Policy Forum.
