Democracy Forum
The Körber Foundation’s Democracy Forum is the place for open dialogue on key issues and challenges facing our democracy. The focus is on current social developments, which are examined from different perspectives by high-ranking guests from politics, science and civil society.
One focus is on local authorities as the foundation of democracy. They characterise the daily lives of citizens, but face a variety of challenges such as financial bottlenecks, attacks on public officials and the increasing dynamics of a digital public sphere. At the same time, expectations are growing for less bureaucratisation and more flexible scope for action in order to reconcile regional characteristics and overarching problems.
The Democracy Forum offers space for discussions that emphasise the strengths of our democracy and work together to find forward-looking solutions for a resilient and stable democratic basis.
Save the Date – Democracy Forum Local Politics 2026

Local democracy is the foundation of democratic resilience across Europe – yet it is under growing pressure. Threats, intimidation and violence against elected representatives are increasing in many countries, while municipalities face rising expectations, limited resources and complex challenges ranging from digital transformation to climate adaptation. Strengthening local government has therefore become a shared European responsibility.
The Democracy Forum 2027 brings together elected representatives, policymakers, public administrators, researchers and civil society organisations from across Europe to exchange ideas, share experiences and develop practical solutions for strengthening local democracy. A particular focus will be on how democratic institutions can better protect those who serve in public office and how effective support structures can be developed through cooperation between governments, local authorities and civil society.
Drawing on new research, practical experience and successful initiatives from several European countries, the conference will explore how municipalities can respond to growing societal challenges while remaining innovative, resilient and capable of acting. Participants will discuss new approaches to public governance, administrative modernisation, digital transformation and intergovernmental cooperation, recognising that effective public action depends on strong partnerships between local, regional and national levels.
Beyond sharing good practice, the Democracy Forum aims to foster lasting European networks and strengthen collaboration among those committed to protecting democratic participation and building resilient local communities. It offers a unique opportunity to connect with peers, learn from different national experiences and contribute to a shared European agenda for strong, innovative and democratic local government.
